Summary The Upward Bound (UB) Program is federally funded TRIO Program that provides intensive services to ensure that low income and potential first generation college students complete their respective secondary programs and are prepared to pursue a postsecondary education.
The Program Manager of the Upward Bound Program is responsible for providing leadership and supervision to the program.
The Program Manager coordinates the implementation of all aspects of the UB Program including the coordination of the academic and summer components, budgetary oversight, and the day-to-day operations as related to the goals and objectives of the BGSU federal grant and in accordance with the U.
S.
Department of Education federal policies in both the OMB Circular and Edgar.
Legislation in the UB program requires that all participants meet federal guidelines to be eligible for participation in the program.
The Program Manager oversees and approves all applications to the program to ensure there compliance for participation with the program.
The Program Manager also works cooperatively with University staff and faculty, Toledo Public School administrators and teachers and community agencies to ensure that the mission, strategic plan and objectives of the UB Program are achieved.
The Program Manager also cultivate and sustain relationships with target middle and high schools and ensure collaborations with other TRIO programs and community programs to ensure that successful initiatives are implemented towards student successfully graduating from secondary school and entering college.
Essential Functions UB Program Leadership Maintain up to date knowledge of all U.
S.
Department of Education, and federal legislation and regulations that govern federally funded TRIO Programs.
Collaborate with various campus departments and external community agencies to contribute to the college and cultural exposure of UB Participants Manage day-to-day operations of the Upward Bound program Screen all participant application packets to ensure that they meet federal eligibility criteria for entry into the program.
Coordinate communication efforts for the UB Program.
Maintain regular communication with students, parents, TPS school administrators, program alumni, community organizations, and campus staff.
Conduct presentations for and attend meetings with both internal and external UB constituents, including target schools, parents, community organizations, and various BGSU campus departments including other TRIO programs.
Monitor program activities monthly, generating and sharing reports on overall activities and the impact on program objectives to ensure optimum outcomes and effectiveness are achieved.
Supervise approximately 12 full time and seasonal staff members.
Recruit, supervise, train, and evaluate the UB Professional staff, secretary, summer residential/mentors, student workers and instructional staff, and seasonal college coaches.
Monitor and approve staff time and reporting.
Oversee the implementation of the six-week summer residential program.
Coordinate data collection and report generation activities for submission of the Annual Performance Report Coordinate tracking of UB graduates who matriculated to college and facilitate outreach efforts to those whom step out prior to completing their program of study.
Review program activity assessments and reports and use them to inform UB programming decisions.
Generate, administer and review UB Program Assessment annually Develop and coordinate marketing efforts including printed materials and social media, BGSU website, etc.
Monitor UB program activities, workshops, cultural exposure opportunities and college visits to ensure their alignment with grant objectives.
Budgetary Oversight Provide oversight for the annual budget Forecast UB budgetary expenses annually Review and monitor monthly and quarterly budgets both internally and with grants accounting Approve monthly program expenditures Maintain up-to-date knowledge on BGSU and U.

Department of Education regulations and policies governing UB grant funding Target School Programming Provides leadership for recruitment, implementation of services, and formative and summative assessment of program activities and outcomes Recruit and administer program activities for participants from the target schools/area Assist students with college applications, financial aid and scholarship application completion, career and college explorations and other college orientation activities Provide academic, personal and social advisement to participants as needed Assist participants with ACT registration and preparation Conferences/Community Engagement/Collaboration/Meetings Represent TRIO Programs at in local, state, regional and national professional associations and conferences Serve as one of TRIO Programs liaisons on a variety of diversity and college access and retention campus initiatives Other duties as assigned Minimum Qualifications The following Degree is required: Master’s degree required.
Successful candidate must have degree conferred at the time of application.
The following Degree is preferred: Master’s Degree in Education, College Student Personnel, or Social Services The following Experience is required: 3 years experience with TRIO or similar programs 2 years budgetary experience 2 years recruiting experience 2 years working with secondary school population Additional Information Knowledge, Skills and Abilities Knowledge of policies, procedures, practices and activities of Federal Programs such as TRIO or similar programs.
Demonstrated working knowledge in servicing students from diverse backgrounds, particularly working with low-income, first-generation and students from underrepresented populations.
Familiarity with high school curriculum and Ohio core academic standards.
Knowledge of program design, delivery, assessment and evaluation.
Knowledge of database management Knowledge of accounting principles and budget management.
Ability to foster internal/external working relationships to ensure cooperative referrals and to conduct program marketing initiatives.
Ability to work with administrators, counselors and teachers in the Toledo public school system.
Strong analytical and problem-solving skills.
Excellent oral and written communications skills Active listening skills Strong organization skills Ability to contribute to a positive experience for students and assist in achieving departmental goals.
Preference given to individuals who have succeeded in overcoming the disadvantages or circumstances like those of the target area population.
Knowledge of computer applications including but not limited to: Microsoft Office, Microsoft outlook, people Soft, FMS and WRL finance systems, Blumen database, and an ability to learn and adopt to other technologies necessary for program effectiveness.
