Description POSITION SUMMARY: Under general supervision performs technical and administrative work of moderate difficulty supporting engineering, surveying, construction, and administrative operations of the assigned division; may performed related work as required.
ESSENTIAL JOB FUNCTIONS: Researches, plans, records, legal documents, complaints, field conditions, other necessary data, and makes recommendations to support administrative, capital, maintenance, and operations projects and program, including responses for public information by outside individuals or entities.
Oversees subordinate staff engaged in a variety of engineering, maintenance or operational duties such inspecting, collecting data, performing maintenance duties, and surveying.
Collects data or receives it from subordinate staff, analyzes data, prepares reports, data summaries, diagrams, or other pertinent documents, for divisional activities including but not limited to traffic management, surveying, roadway and utility design and construction, utility maintenance and operations, water and wastewater plant operations.
Performs various administrative, technical, and engineering support functions as determined by the division.
Manages and performs all duties necessary to maintain permit programs in each division, included but not limited to right-of-way, closure, parking, utility taps.
Communicates and coordinates with other city divisions, public entities, public utility companies, contractors, consultants, and other government entities to support departmental projects, maintenance, and operations.
Attends construction meetings, coordinates with city and private entities regarding traffic issues, such as construction zone traffic patterns and signage, signalization, lane, road, sidewalk, and multi-use facility closures in the right of way.
Assists with the preparation of plans, specifications, bid and award documents, and cost estimates.
Prepares legislation and grant applications.
Investigates issues and complaints and communicates with other divisions and residents.
Engages in GPS/Surveying activities in both field and office, including operating survey instruments, taking measurements, locating and identifying property lines, rights-of-way, and city and private infrastructure.
Training and guidance of other survey staff, technicians, or subordinate staff.
Attends public meetings.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: Drafting, surveying, planning, traffic operations, construction, or utilities.
Microsoft Office Products.
Skill in: Oral and written communication.
Providing work direction to subordinate personnel.
Ability to: Work with individuals of diverse backgrounds.
Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS: Level 1 (Hourly Rate - $31.
28) Graduation from an accredited college or university with an Associate’s Degree in Engineering Technology or closely related field and two (2) years of technical experience in road, bridge, or utility design or construction, surveying, or traffic management, including the preparation of cost estimates and specifications, and technical drawings.
Level 2 (Hourly Rate - $32.
98) Graduation from an accredited college or university with an Associate’s Degree in Engineering Technology or closely related field and four (4) years of technical experience in road, bridge, or utility design or construction, surveying, or traffic management, including the preparation of cost estimates and specifications, and technical drawings.
Level 3 (Hourly Rate - 34.
67) Graduation from an accredited college or university with an Associate’s Degree in Engineering Technology or closely related field and six (six) years of technical experience in road, bridge, or utility design or construction, surveying, or traffic management, including the preparation of cost estimates and specifications, and technical drawings.
